7. The law enforcement management is implemented and effective, and there are no serious incidents of illegally occupying green land and breaking the greening achievements;
8. The landscaping scientific research team and funds are implemented, and the scientific research results are remarkable.
2. Planning and Design
1. The urban green space system planning is completed, approved and incorporated into the overall urban planning, and strictly implemented to achieve good ecological and environmental benefits;
2. Urban public green space, residential area green space, unit-affiliated green space, protective green space, production green space, scenic forest land and road greening layout are reasonable and functional, forming an organic perfect system;
3. Compile and complete the plant species diversity protection plan within the urban planning area;
4. Conscientiously implement the "Park Design Code", the design, construction and maintenance management of urban gardens have reached an advanced level, and the landscape effect is good.
3. Landscape protection
1. Highlight urban culture and ethnic characteristics, protect historical and cultural measures with strong effect and obvious effect, and protect cultural relics and their environment;
2. Reasonable city layout, harmonious architecture and beautiful appearance;
3. The laws and regulations for the protection of ancient and famous trees in the city are sound, the protection of ancient and famous trees is established, and the responsibilities are implemented and the measures are strong;
4. The outdoor advertising management is standardized, the system is sound and perfect, and the effect is obvious.
4. Greening construction
(1) Index management
1. The achievements of urban landscaping work have reached the national advanced level, and various landscaping indicators have increased year by year in the past five years;
2. After the appraisal and verification by remote sensing technology, the urban green coverage rate, the green area rate of the built-up area, and the per capita public green area area index have reached the basic index;
3. The gap between the greening indicators among the urban areas has narrowed year by year. The difference between the urban greening coverage rate and the green space rate is 5 percentage points, and the gap between the per capita public green space area is within 2 square meters.
(2) Road greening
1. The urban street greening is more than 95% and 80% according to the length of the road, and the rate of reaching the standard respectively;
2. The area of urban trunk road green belt is not less than 25% of the total road land area;
3. The city has formed a tree-lined road system, and the road greening and beautification have the characteristics of this region. Water bodies such as rivers, rivers, lakes, and seas are well-greened along the banks and have unique characteristics, forming a unique scenic belt in the city.
(3) Greening in residential areas

(5) Nursery construction
1. The total production green area of the city accounts for more than 2% of the urban built-up area;
2. The self-sufficiency rate of seedlings used in various greening and beautification projects in the city is more than 80%, and the specifications and quality meet the needs of urban greening planting projects;
3. The introduction and breeding of landscape plants have achieved remarkable results, and a number of varieties with excellent characteristics and resistance adapted to local conditions have been cultivated.
(6) Obligatory tree planting by the whole city
The city ’s voluntary tree planting is completed every year, and the survival rate and preservation rate of tree planting are not less than 85%, and the due diligence rate is more than 80%.
(7) Three-dimensional greening
Vertical greening is generally carried out, and roof greening is actively promoted, and the landscape effect is good.
5. Garden construction
1. There are many high-quality urban constructions, with distinctive features and high level of iconic facilities;
2. The green space of urban parks is reasonable, evenly distributed, with complete facilities, good maintenance and distinctive features;
3. The park design highlights the plant landscape, the green area should account for more than 70% of the total land area, the green planted plant community is full of characteristics, and the maintenance and management are good;
4. Promote the assessment of the quality of green space according to the biomass of the green space, the level of landscaping continues to improve, and the maintenance and management of green space is good;
5. The construction of urban squares should focus on plant landscaping, plant configuration should be combined with shrubs and grass, architectural sketches and urban sculptures should highlight urban characteristics, coordinate beautifully with the surrounding environment, and fully display the city's historical and cultural features.
6. Ecological Construction
1. The greening of the urban environment has been carried out steadily, with obvious effects, forming an excellent environment for urban and rural integration, and forming a unique natural and cultural style unique to the city;

7. Municipal Construction

3. The implementation of the urban lighting project has obvious effects, and the lighting rate of the city's primary and secondary road lights is more than 97%;
4. The per capita road area is more than 9 square meters;
5. The water penetration rate is over 98%;
6. The comprehensive pass rate of water quality is 100%.
8. Special Terms
1. After the remote sensing technology appraisal and verification, if the basic indicators are not met, they will not be accepted;
2. If the urban green space system plan has not been prepared, or has not been approved to be included in the overall urban plan according to regulations, the acceptance will be postponed;
3. Suspension of major destruction of greening achievements, delay the acceptance;
4. If the individual work of urban landscaping is at the leading level in the country, add 1 point;
